The thing is, he conceded. You can't really un-concede. Even if, for some reason, it said that she lost by 1 vote, her opponent still conceded and can't take office because they already gave up. You can concede at any time, whether your winning or not isn't relevant.
Yes, but the entire American presidency was on the line. The Democrats wanted a major fight to protect their interests. This means that they are prepared to violate all laws, norms, and customs at tremendous expense, given the reward. Here? Not so much.
