I have a hard time imagining anyone else but the US doing it. It serves their interests, financially and politically. The US also had a fleet right next to the pipeline. If it had been anybody else they would have had to have done it right under the nose of a US flag ship fleet.
Don't take me as having a high opinion of European so called governments. But if the US did it, I'm 99.99% sure that they did it with the connivance of the governments in question.
They are happy being the slaves of the Americans, as long as they do not have their slavery rubbed in their faces. To have them blow up a pipeline without your permission would be just too much.
If you recall, the Italian government actually indicted and revealed the names of a lot of CIA agents who were involved in the kidnapping of an Islamist imam.
However, if there was a terrorist act directed against the well-being of the European population with the support of the government, well, I'm just wisely going to remain silent on that, since I do live in Europe and governments here are not exactly tolerant. But let's say that I foresee some combination of 1789 and 1917 unless predictions of winter devastation do not pan out.

I think they are taking bribes, either directly (less likely as that can be easily revealed) or indirectly (by serving on a sinecure position for companies whose interests you serve after leaving politics).

The odds of the German population being allowed a say in government is infinitesimal, even without the pipeline being blown up. Though it certainly serves their interests to be able to say "well, it's gone, we can't reopen it even if we wanted to".

Russia has sold less gas and made more money doing it.
