Probably because the admins don't realize it's satire.
The ironic thing about this is back in the day of absolute monarchy, jesters were usually the most highly regarded, Henry VIII's jesters was the only guy that could tell him bad news and keep his head.

Power is Illusory.
When you break the illusion by mocking it, you destroy the real power it holds. This is why authoritarians must destroy mockery with unrelenting violence. Fear can restore the illusion.

I don't have much extra information. I do know that despite this being a recent addition to the "COC", it was enforced like that for a long time (at least for people they don't like).
HandOfBane, widely considered to be the most knowledgeable person on the matter, told me that screenshots of posts with visible usernames are not allowed. Same for pinging people, unless they're OK with it.
The stuff about not mentioning subs is new, though they did enforce it on TD and r-politics.
