Disinformation agents throw in phrases like that to discredit a narrative and muddy the waters. "Conspiracy theory" and "secret cabal" are other popular examples. Distracts attention away from from how conspiracies and ideological cults actually operate.

I haven't heard anyone claim they're forcing these politicians to go along with their agenda, but in some cases they probably are via blackmail.
