However, with the reaction to immigrants being bussed around, I'm now not sure that even they understand what their goal is, apart from weathering the unending litany of disasters until they can find a viable candidate to replace Old Yeller...

All taxpayer money spending has at least an element of waste. Some, like this, is just entirely wasteful.
