What did they think was going to happen?

You're going spend public money on 'buying back' ghost guns?

All you're going to do is incentivize guys with a milling machines to make more ghost guns to sell directly to you! And they won't even have to actually work properly, since they're never going to be used!

Houston: If you can make something that looks convincingly like a functional firearm, we'll buy it from you!

The ending there is probably why they bought the guy's guns.

As soon as he turned up with a box stuffed full of obviously home made guns, they would've known exactly what he was doing. They could have said 'haha, very funny asshole, get the hell out of here', but then what would he do with the giant pile of guns he just made?

Was it india that had that snake problem. Then payed people for bringing them snakes. Then had people breeding snakes to sell for a profit. Then stopping the programm that was obviously not working. Then had the breeders let the snakes out so there were even more snakes than before?
