Ivan Arellano, a senior at Uvalde High School, told WFAA-TV in Dallas that Ramos “was not a good person” and had been a bully himself.
“Salvador Ramos was a boy who was not bullied,” Arellano said on Wednesday. “He would try to pick on people but fail, and it would aggravate him.”

The school system and his own family failed Ramos, who should have been red-flagged over his threatening, anti-social behavior, which included self-mutilation, animal abuse and shooting people with BB guns.

Supposedly he got it from an FFL, but I haven't seen confirmation of that. So that could absolutely be a lie.
I see no reason why not. It does beg the question of what the department of pre-crime is supposed to do, if anything.
How does someone so blatantly evil even be allowed in a school in the first place?
