Like, I get it the first time; they get a call and need to be safe rather than sorry.
But if they've investigated and found it was not a credible threat, then they get another call, with as much evidence as the first time, and they still SWAT him, what are we to make of their competence?
It gives them an excuse to use their toys and justify their budget.
All those meatheads enjoy getting psyched up to kill someone in the name of Government Monopoly on Violence.
They may also like just hanging out at Tim's place.

They may be obligated to send a car out to do a wellness check on a call.
I know in a lot of jurisdictions fire depts are required to do the same even on an acknowledged false alarm. They slow their response, put supporting units back in service, but the main responding company does have to arrive and look around a bit just to log it as done.

So I would say they could settle for a phone call and tuning in BML (Beanie Man Live) if they really wanted to.
The cops know what's under that beanie. You can't trust a man who's that obsessive about hiding his true nature.
We are the dummies. Thinking it's anything other than a boleshy shakedown at this point.
Once they put Tim on the no-swat list then the crazies will show up in person because no police response. In fact these SWATs could be test runs to see whether the police will respond.
What police should do is have Tim provide a list of their phone numbers and if they call it's an actual emergency.
