Quebec is already doing what was said to be "only a matter of time, eventually, in Canada". Quebec also has a motto, that one posted, by a large faction of its population insisting that it is not, in fact Canada and should be its own nation.
Thus, since saying it hasn't happened yet in Canada, while it has happened already in Quebec, is saying that Quebec is not Canadian, it is "Free Quebec" (Quebec libre).
