I watched that last night. That was rather eye opening when the long established gangs are talking about the shit you do not do and those rules being violated left and right.
Not only that, but its clear that its so widespread that even they have lost control. With a lot of the gangs, while violent and pushing drugs, usually had an understanding of things that are taboo even for them. And if you do it you're own homies will take you out for it. Even that seems to be gone at this point.
I mean I figured there were rules like "Don't fuck around on Melrose, Beverly Hills, or the Unis because that'll bring too much heat. But turf wars between the cartels and black gangs are good to go" But you're right, even those unwritten rules seem to be gone.
This feels like a slow motion 92 Riots, or Demolition Man if you prefer, situation.
Remember that the New York Mafia started out as a group to keep Italian immigrants into the US safe. Hell, MOST of those groups (the Irish, Blacks, Jews, etc) had their own Mafia, and all for the same reason. Gangs obviously arent above gunning down their enemies for turf or for pushing drugs. But they would have still wanted to keep at least some order otherwise your entire operation can fall apart.
It sounds like instead its just general anarchy and you have random thugs running around screaming "CHAOS REIGNS!!!!" and doing whatever the hell they want, regardless of stability, for seemingly no other reason than they are violent sociopaths who gain joy in the chaos and mayhem.

It's pretty much that - there's shit you just don't do, but this next wave of violent criminals do not give a crap.
