Government released an aerosolized version of a "cure for AIDS" with, apparently, zero testing. Because curing the gay disease is a universal good! Testing and verification is for bitches!
This somehow leads 99.9~% of the human population mutating into some sort of vampire analogue, whose higher faculties and reasoning come back only slowly.
In the movie, Will Smith kills them for shits and giggles while looking for a cure (which is absurd; how were you planning to "cure" gross metamorphic changes, Will?) and accidentally finds out the "feral monsters" have at least the intelligence of primitive tribes when they come to break imprisoned vampires out of his murder-experiment lab. In the book, the vampire-analogues regain most of their sentience, and tell stories of the last human, who appears during the day (their night) and kidnaps people to torture and murder (becoming the eponymous Legend for the vampire-analogues).
It's a really forced metaphor.
Nah, it’s measles, friendo… It’s a measles vaccine. And, in fact, it kills ~90% of the population, and only the rest are turned into essentially zombies. But you’re sort of on the right track, yes…
