The judge is saying what occurred is that an officer had a person delete video they were taking of jurors, presumibly outside of court. The Judge then says nahh, if that ever happens again, TAKE the phone and bring it here.

I'm pretty sure the USMS has jurisdiction in federal courthouses, and also deals with witness/jury tampering. FWIW, there's no way that they are not aware of it; they are still part of the DOJ too, so it's silly to expect them to do anything about it.
