It's poorly worded. Perhaps intentionally. There are techniques to make people think what you want. Politicians have used them forever. Our minds are language machines, and the right rhetoric can short-circuit trains of thought unless someone is listening critically.

I've never seen evidence Trump or Musk using those techniques to a large degree. Like any politician, Trump does sometimes use buzzwords and phrases that get people to respond emotionally.

The question really isn't how you block someone from thinking rationally. The default state for everyone is not to think rationally. The question is how you get someone to think rationally.
