Yes, this is the document. It is also from Osha Canada or specifically Ontario. I don't know how their Osha is set up. Irrelevant to USA.
Unfortunately that document seems to be a piece of Canadian legislation that shares the same acronym.
References to Ontario all over it and some of the terms are defined bilingually with French.
This is a Canadian "Occupational Health and Safety Act" whilst the OSHA in the EO is the "Occupational Health and Safety Administration"
