I couldn't tell from that article, they were just giving them transfusions for the hell of it? Or because they were nuts and thought the kids were vampires?

This was an "old-fashioned treatment" for weak little children. Who were often weak because there simply was no food.

But as of vampires go:

Rumors circulated that Ceausescu, who needed blood transfusions, would take boys from villages, drink their blood and have them killed.
