This is why definitions matter.
A vaccine, as it is commonly defined by the general population, is an injection that prevents infection and transmission of a disease (also known as sterilization). This functionality underpins all public policy opinion with respect to vaccines, including mandates and artificial herd immunity. If an injection is not sterilizing, then it has no bearing on mandates or herd immunity; taking a non-sterilizing vaccine is, necessarily, a personal health decision.
If we are now in the business of punishing personal health decisions, when do we begin denying healthcare to criminals, the obese, and illegal immigrants? All three of these classes of people made decisions that resulted in unnecessary stresses upon our finite healthcare resources. When will they be punished?

And as it has been shown that vaccinated can just as easily catch and transmit it, then it does nothing towards herd immunity. These kinds of things are why there has never been a successful coronavirus vaccine in the past, among other issues. The definition of "vaccine" doesn't even really apply to the mRNA modification that these injections use.
Don't assume retardation where malice take place.
The plan is more simple and disgusting. Control all relevant day to day institutions until living as a free man is more miserable than being their slave.
