Why are so many people loitering around, sitting in or standing in trash on the streets?
I remember a ride along I did years ago where the cop told me that any place that has grown men/women just...around in the middle of the day is someplace you want to avoid if at all possible.
Our mental health facilities were "cruel" but instead of fixing it they just axed the whole thing. Welcome to the entire streets being the new mental institutions.
Am I missing something here? Why are so many people bent over? What is that? Are they meth heads or something?

Actually, even in that movie things didn't look as bad as they do in the video above. Disgusting.
