They want native Hungarians to have 5+ kids. That doesn't happen when women are getting married at 35.
You don't need a tax incentive for that, you need a cultural adjustment. You'd be better off banning feminism and abortion, than playing with taxes.

Sounds reasonable to me. Also, reduce restrictions a bit on child labor. Let kids provide income for their families.
People will have kids in a good economy and a good place to settle down. Their kids will likely have a place in the economy too.
If you need baby quotas, run a government breeding camp. Good luck with your new centrally-planned labor force though.
