A lot of young people want several kids, but finding a mate and being able to afford them is a pretty big hinderance. If they really want to see it go up encourage trade schools and increase the number to 30 for married couples

Sounds reasonable to me. Also, reduce restrictions a bit on child labor. Let kids provide income for their families.
