I don't think it's a government. I think a lot of organizations have tried to slow things because they worried about their jobs and being leaders in industry. But, it's not working, so they are going harder and harder I to politics as a way to control it.
In their minds they are saving the day because they view their job as important. If this technology defeats the reason for their job, people will suffer and they don't want this to happen. The good ones anyway. The bad ones have no problems doing this to stay on top and order people around.

Modern technology is taking away that ability, or making it so they have to compete against the common nerd to do it. They are losing power, and can't keep up. They've used laws and politics to stall things, but it's not working as much. Now they are using SJW stuff as a way to control the population.
Look at the end goals. It's not China wins, it's a form of feudal vassel states using the internet and media to control others. The media does it because it keeps the media alive. China does it for power moves, but also to attempt to control their own population. 100 years ago they were in feudal states and fighting wars to unite. The US always had an ultra rich group that had information and abilities others didn't. They wanted that feudal state because it gives them power.
It looks like those who want to make a new feudal state are trying to aim technology that way, while you and I are figuring out what is going on and even how to stop it. That's the real reason why we are heretics, we know how this tech actually works.
I'm ranting now I think, but look at how the riots happened. That wasn't natural. There were people paid to have it work in a specific way. That organization doesn't care about SJW politics or even George Floyd, it's the ability to control people who are just learning how to use the internet. They are using all of the same OR tricks I've seen used by gang leaders to control their group.
That isn't China, it's a lot of groups who want power and are aiming in the same direction.
