The first project of the Constitution of the French Fourth Republic also referred to the 1793 version of the Declaration of the Rights of Man and Citizen. The 1793 document was written by Jacobins after they had expelled the Girondists. It was a compromise designed as a propaganda weapon and did not fully reflect the radicalism of the Jacobin leaders. It was never put in force.

Equality is the most important aspect of the Declaration of 1793. In its second article, equality is the first right mentioned (followed by liberty, security, and property). In Article 3 states "All men are equal by nature and before the law". As such, for the authors of this declaration equality is not only before the law but it is also a natural right, that is to say, a fact of nature.

The trial of the 22 began before the Revolutionary Tribunal on 24 October 1793. The verdict was a foregone conclusion. On 31 October, they were borne to the guillotine. It took 36 minutes to cut off 22 heads, one of which was already dead. Charles Éléonor Dufriche de Valazé had committed suicide the previous day upon hearing the sentence he was given.[17]

Of those who escaped to the provinces, after wandering about singly or in groups most were either captured and executed or committed suicide.

Anyone wearing a uniform was a candidate for a bullet to the head or sulfuric acid to the face. Country estates were burnt down (“rural illuminations”) and businesses were extorted or blown up. Bombs were tossed at random into railroad carriages, restaurants, and theaters. Far from regretting the death and maiming of innocent bystanders, terrorists boasted of killing as many as possible, either because the victims were likely bourgeois or because any murder helped bring down the old order. A group of anarcho-­communists threw bombs laced with nails into a café bustling with two hundred customers in order “to see how the foul bourgeois will squirm in death agony.”

Instead of the pendulum’s swinging back—a metaphor of inevitability that excuses people from taking a stand—the killing grew and grew, both in numbers and in cruelty. Sadism replaced simple killing. As Geifman explains, “The need to inflict pain was transformed from an abnormal irrational compulsion experienced only by unbalanced personalities into a formally verbalized obligation for all committed revolutionaries.” One group threw “traitors” into vats of boiling water. Others were still more inventive. Women torturers were especially admired.

How did educated, liberal society respond to such terrorism? What was the position of the Constitutional Democratic (Kadet) Party and its deputies in the Duma (the parliament set up in 1905)? Though Kadets advocated democratic, constitutional procedures, and did not themselves engage in ­terrorism, they aided the terrorists in any way they could. Kadets collected money for terrorists, turned their homes into safe houses, and called for total amnesty for arrested terrorists who pledged to continue the mayhem. Kadet Party central committee member N. N. Shchepkin declared that the party did not regard terrorists as criminals at all, but as saints and martyrs.

Many former Stasi members are still in public office in Germany today. In fact, they’re on the offensive when it comes to victims looking for recognition.

The past years have seen regular news articles about the Stasi past of public figures. In 2009 it was revealed that approximately seventy thousand current employees of the German government used to work for the Stasi

“Even GDR dignitaries didn’t end up too badly,” says historian and Stasi expert Willem Melching. “Although ministers and state secretaries were punished for their crimes against humanity, they usually didn’t have to go to prison (long), or were sentenced to community service.” Erick Honecker (party leader from 1970 to 1989) for example, was held responsible for the death of 192 people, but thanks to health problems he was never charged: he moved to Chili. His successor Egon Krenz was sentenced to 6.5 years in prison for giving orders to fire, a fairly lengthy sentence, but was released after three years because he had performed previous community service selling scrapped airplanes to Russia. Stasi chief Erich Mielke was released after two years because of health issues as well. Melching: “West Germany had done business with people like Honecker when the Wall was still in place, so that made more severe punishment embarrassing.”
