I know we're all aware of the problem. But this shit is reaching epic proportions while our country has been locked up for a phony virus. How long can it get worse, how long can government pander to the media with imaginary platitudes, and when does it finally blow up in everyone's face? What happens then?

In my tinfoil hat moments (which is pretty much a constant state of being these days), I think this is all according to plan. They let this stuff explode, so it drives their citizens out into the other States. They know damn well the majority of them are still going to vote Democrat wherever they land.
I've long thought that we need to get back into the business of having mental institutions, for many of the same reasons you listed. There are people that are persistently mentally ill, and no amount of social programs are going to help them because they are utterly incapable of properly taking care of themselves. They need support and supervision, and having some bread line where they can go an get a meal or a free clinic where they can go and get their meds (that they either don't take or sell off for money so they can go get their own drug of choice) doesn't cut it.
The other two examples you listed are just more instances of mental issues. Dude is a sex pest and won't stop doing lewd things in public? That's not being a piece of shit, that's a mental health problem. Drug abusers and addicts are the same thing, if it's progressed into a psychological dependency. Jimmy doesn't need to go down to the methadone clinic on the regular, he needs inpatient care to detox from the heroin and then he needs psych help to get over the issues that drove him to that point.
The long and the short of it is that the state of mental health care in this country is abysmal. I'm not saying that we need to go back to the days of Nurse Ratched and abusing mental health patients just so the doctors can see if some novel treatment has any effect. I'm saying that we need places where the people who need help and treatment can go to be housed for long-term (and even potentially permanent) situations and receive modern health care.

Yup. They go back to their big houses with armed security on the gate and the don't give it a second thought.
It's going to get far, far worse. Once they end the rent moratorium millions will owe 1+ year of back rent. Expect both evictions and clogged small claims courts as landlords get their money for properties they got taxed for and had to pay mortgage for throughout.

I can think of only one argument against it and that is that it could easily be abused. How would you prevent government from labeling dissidents as mental defectives, and then using that to justify locking them away for life?

Canada just recently had a big project for homeless, 110 million dollars, to buy them homes. Not workhouses. They still won't be productive. No guiding care, no instruction, no job path. Just homes. Shelter is important, of course, especially in Canadian winters (as Montreal knows, since it was kicking homeless out of shelters due to COVID restrictions and watching them die on the street of cold, better dead than a cough, I guess), but it ultimately wouldn't "save" anyone. 110 million in jobs paying 10k/year would actually get people on their feet, but workhouses have such negative views that we can't just bring on homeless and give them work.
Nope, no workhouses. No make-work projects .. and even if they did come up with some, the yobbos in government would come up with the bright idea "hey, we need some immigrants in on this ..."

The homeless need help, but it requires them to be taken off the streets by force. They need to be forced into rehabilitation communities, get them off drugs by force, provide medical care to the truly mentally insane without the ability for them to refuse. We need to do everything homeless advocates oppose. Homeless advocates are satisfied with the homeless rotting their own filth on the streets, and that is why they should be treated as enemies of the state.

Yeah, right wingers cared so little that their Churches provide food for the homeless. Ronald Reagan really started the decay in the 1960s with defunding and closing mental hospitals, though honestly I view Ronald Reagan as a snake not worthy of praise. Democrats and Republicans are apathetic to homelessness (in many cases for good reason), but the difference is that Democrats pretend to care by protecting the homeless' right to rot in their own filth in the streets. Homeless Advocates have done significant damage to the homeless population in the last few decades by simply forcing governments to not even attempt to tackle the problem.
