Let’s be real, this would be subject to massive unequal enforcement. Hell, they would probably make a crappy argument that serving everyone equally is blacklisting liberals because conservatives are also being served. Therefore, removing conservatives is actually preventing blacklisting.

This exactly. Trying to solve anything with "rules" is just asking for the two tiered justice system to enforce the inner party-outer party split even further. Rules don't matter to them, only violence and the immediate and credible threat thereof does.
