Well, the first steps have to be taken by them. They need to learn to come down from comic-book-villain rhetoric. There can be no accommodation made with "I hope to see your family raped and killed".
I submit that the incentive to offer is that as long as they keep being insane they will not be allowed at the levers of power.
If they can hide them well enough to behave like actual people instead of fanatical psychopaths they can be bargained with, if, once they revert to type, they're ejected from whatever positions of power they hold.

That's pretty much what the country allowed the Weather Underground and other communist organizations to do a few decades ago and look how that has turned out. Once they get into positions of power, especially at places like universities, it's nearly impossible to get rid of them.
That just pushes them to become more subtle and make sure they are never caught. They aren't going to stop wanting this, only find ways to get it while avoiding consequence.
There is a reason alcoholics are XX days sober, even decades later. Because they are never "free" only contained. And how many horror stories are about those relapsing turning into masterminds to hide it from their family?
