I think it originates from feminism. In feminist dogma, words speak into reality. This is because feminism decided to adopt the post modernist concept of everything is a social construct and thus if you repeat a concept often and enough people believe it, it becomes reality.
This is why they are so hung up on "representation" and "inherent bias" in all our entertainment including games, RPGs etc. Because a "representation" of a group of people means that group of people is that. (see Orcs and black people).
If coyotes are meant to represent brown people then it means brown people are animals and thus can be killed animals.
