Because smugglers smuggle drugs, weapons, slaves, etc. The specific act of smuggling people because they paid you to is more precise.

Doesn't this use of the word come from Mexican?

Yes, we adopted the use of Coyote to refer to human smugglers within the Latin-America/Southern United States region from the Mexicans.
