It isn't technocratic. There is a literal fight for the crown. Whackanda is ruled by warlords.
I stand corrected. The whole thing is about the macguffin mine and the world-changing tech they make from it. We get the version where they still want that but the mine is unlimited government funding.

Apparently Africans can only build a civilization if they have space magic to help them. That is obviously the left's view since the modern African states can only exist as they do with NGOs literally feeding them.
They get world changing tech. Largely still live like dipshits in mud huts and fight with spears.
