This is actually a simple solve. Bring back plantations.
Drop age of school graduation to 15 for any non gifted students. Lower age of legal labor to 15. Fuck it while we're at it lower tobacco age to 15 as well, they already smoke anyway so who cares.
Most people are unsuited for any education beyond basic literacy and math. Treat them accordingly, and let them get a headstart in the job market instead.
Added bonus of massively lowering college tuition now that we wouldn't have to treat it like Highschool+ for people who have no business being there.

Unironically yes. Teenagers already scrape and scrabble for money at every turn. As much as anyone else their economy has been harmed by an influx of illegal labor. Used to be teenagers mowing lawns and working fast food, now it's illiterate Mexicans and boomers.
