Modern Western culture is so cucked that people will crowd outside a building on a hot day rather than try the door they aren't sure they're allowed to open. They stay in their little lanes, so terrified that they might be breaking a rule (of which we have far too many) that they've lost their sense of adventure.
Do I need permission to fix a park bench? Am I allowed to put up posters in public? Will someone yell at me for dressing up as a Jewish charicature and taking all the change out of the public fountains?
There's a difference. A better example of your analogy would be someone going into a build via a private staff entrance, who has been caught and told to use the main entrance but instead still uses the staff entrance and checks for those who told them not to like a sneak. Intentially breaking the rules because it may have a slight benefit or make them feel more important than everyone else who abides by them.

Exactly. The difference between OP and "it's easier to ask for forgiveness than permission," is that one only applies to doing something that is unaddressed until you run into friction. Whereas the jewish one is deliberate rule-breaking even once you've been informed.
