There's no way to know if the victims weren't his younger sisters... or brothers!

I think their "parenting" may count as negligence, in which case they should be liable.

Then, obviously, he is a ward of his parents and they should be charged for allowing him to go out in public.

But that might involve the state removing him from their care and that's apparently the gravest injustice a government can preform if your from the right bloodlines.
