If the PF was Feds (and they are!) they'd WANT "splinter groups" to have actual people to "investigate" infiltrate and arrest.
But they can't even find actual "right wing" groups without Feds creating them and SPLC funding them.
Why have they been in operation for 10 years without any arrests?
Because they're Feds? You mean aside from that?
They did set up a few "members" for a show a while back. Some non-feds they tricked into joining for the purpose of getting them arrested. Those few looked nothing like the rest of the PF crew.
Sorry that one time they got arrested with a smoke grenade was the culmination of an almost decade long federal sting.
