The video goes over it but it seems the UK government wants to FORCE YouTube to push 'verified news outlets' like the BBC over what users might want to view based on their viewing history.
This might also be a way to justify people paying for a TV licence to watch YouTube because they're seeing the BBC on there (only because it's being force recommended to them)

Search any breaking news and YouTube will deliver mainstream tv news. I've tested the three sort options only to get the same results for each. YouTube removed the ability to sort by upload date so I think they are effectively doing this anyway.
