Yep, the number of true "we need to bend over backwards and fly this guy to our country while giving him citizenship" scientists and PhD's is probably under 1,000.
All that at the same time feminism was at it's highest rate of dividing households and faggotism was growing, ensuring the new crop of young boys would have natural desires to learn and enjoy these type of things suppressed and the emphasis would be on women and immigrants taking all of this over. We didn't need a bunch of immigrants taking this over, we needed the crop we had to not grow up only around women and with soy slop so that they follow into these roles. When I went to school in the early 2000s, if you had a vagina they would about fall over to hand you the funds to study engineering, and if you had a white penis you better have sucked off a few of your high school teachers to get valedictorian or get out the checkbook--or even worse go to the banker for dumbass loans.
Oh and as someone who has an engineering degree, PhDs are worthless in 99% of cases and stupid and only for bullshit academics that think they are intelligent because their paper says they are. Also, I hate the term STEM. I don't recall ever hearing about STEM until the mid 2000s. It's like LGBTQABCDEFG. Can't just call them Lesbians and Gays, because oh no the "Mathematics" might feel left out.
Eh, I put myself through a STEM degree in my mid 40's. Gainfully employed. I went the route of transferring in credits to a 2-year Associates program and then transferred to a 4 year to complete my upper division courses. Received mostly Federal Aid (Grants and Fed Loans). Total cost to me was about 27k (give or take a couple hundred). Just paid off the loans a couple months ago, so debt free.
I would still say to go for a STEM degree, just look at the costs vs what the salaries are to make sure it's worth it.
When I went back to school after I had kids most of the professors were part time, adjunct faculty, and had to teach at multiple schools to get up to full time hours.
When it comes to pubic policy, unintended consequences are, in most cases, quite intended.

It's not just low-income immigration that's bad. "Skilled" immigration is bad too, and not just because it drives down wages, but that's part of it.

don't get caught up in the lore. the process is literally this simple:
1 -- figure out where White dudes hang out and get work done.
2 -- build plan to subvert this both directly through paid manipulation and indirectly by implying that it's an "old boys club" that "has to go."
3 -- destroy another useful segment of society.
They want to make sure the kinds of people who could gather under a united front and actually fight them are destabilized.
This shit. Youth sports. Programming languages. Car culture. Food culture. You can just see the chain of dominoes if you look hard enough.
