Literally the Centauri regarding the Narn after the former:

declared war on the latter
sent the Shadows to curbstomp large portions of their military
used galaxy banned WMDs in the former of mass drivers to drop space rocks on the Narn homework
and then made a declaration like this that if any Narn were to kill a Centauri the response would be 1000 Narns killed
