It is unbelievably hard to make a nuke from scratch. Look how much time, effort and money Iran pumped into just making the enriched uranium. And they still don't have enough for a Bomb!
North Korea took a lot of time and made 3-4 very small nukes (with help from China) that they tested. Hard to say if they have any left over :/
Having a civilian (power) program would probably involve Russia. They previously (under Obama) offered to supply AND remove the fuel for them, saving Iran a pile of money overall. They laughed & said no, of course.
If it's so easy? Why haven't dozens of nations and even corporations done it by now? Most nations with nuclear weapons were given them by USA, Russia or China. Usually indirectly ofc.
If you have enough fissionable material and the right trigger mechanism? It's so easy! 😆 But getting those from scratch? Lolz! Do you know how HUGE the Manhattan Project was? They only had the material for 3 of the planned 4 bombs. They couldn't make another for months after. The bulk of their efforts went into making a working trigger and using 1100 Calutrons to enrich the materials.
India = A free Candu reactor from Canada that spits out highly enriched uranium as a by-product, plus triggers from America.
Pakistan = power station from Russia that shortens the enrichment cycle, plus more materials & the trigger from them too.
NK = China basically gave them everything except the final design. That would have been too blatant!
IDK where Israel got their Bombs from. South Africa helped, probably the UK too.

It's only hard when you have nation-states sabotaging your equipment, as I alluded to.
