Not sure what kind of 'law' this is, but in general, national governments have to implement it - and if they don't, courts are obliged to apply it anyway, and infraction procedures can be started at the EU court.
Cool both the OP and the link he posted use the word law. The point being laws, or whatever they are called, are useless without enforcement.
