To what end? If you somehow could do this you've just made him a burden of the state. So now everyone has to pay for this guy because he holds, to some, incorrect opinions?
I'm sure they'll ensure he'll be ineligible for welfare, too. This is Mark of the Beast shit, excluding someone from being able to even participate in basic social and economic practices as punishment for not swearing fealty to the masters.
