They probably just had enrichment plants to reuse their spent nuclear fuel rods. Iran does get some of its electricity from nuclear power, and spent fuel rods can be enriched over and over to use up roughly 98% of the mass. However, the enrichment percentage they supposedly had for their fuel rods isn't good enough for a nuclear bomb. The amount they'd have to use would make the bomb so large as to be unwieldable.
