That only prevents busing in “voters”. You can still fake the votes or rig the counting electronically as we saw in the 2020 election in the US. Yeah you can demand recounts but they’ve also been careful to rig the elections in such a way to keep them as close as possible to alleviate suspicion AND minimize the number of votes they have to shift in the count.
Plus you’ve got the problem of outright corrupt precincts. Seen in the US far too often. Like having one area have 120% of the population vote. Not registered voters. Population. Both parties certified that one without contest.
Ballots here are paper based and are hand counted. While I do not doubt that there was some cheating going on, I don't think it impacted the result much. Orban and his party has pissed off a lot of people and their opposition managed to motivate those people to actually go out and vote. Record breaking turnout shows that those that wanted Orban to win also got out in large numbers, but ultimately the other side had more people.
