Its my understanding that people with HIV that take these drugs are still capable of transmitting it and are still very much at risk for AIDS despite being able to pass HIV tests. These drugs make HIV "undetectable" (their own words), which is used as a selling point. California decriminalized purposely spreading it to someone without them knowing their boyfriend has it.
It does help them though, so I can't say these drugs are totally a bad thing because many fags do repent once they get HIV and learn that the average life span of gay men is 47 years.
Viral load being undetectable ( and extremely low risk of transmission, never at real zero risk ) at the moment of test does not mean that viral load remains that low continuously.
They are couple forgotten doses away from infecting a retard engaging in high-risk activities, or a rape victim.
Oh and turbo-sluts already managed to brew a recombined strain of HIV that bypasses the ''prep'' anyway. Through selection pressure, strains that bypass these treatments will be the dominant strains eventually, which means highly drug-resistant strains.

Different drugs. The PrE part is "pre-exposure." It's a class of drugs for people who don't have HIV in order to prevent infection.
The ones you're thinking of (PEP, for post-exposure) are antiretrovirals and/or some kind of transcriptase inhibitor.
They reclassified it as a misdemeanor but still criminal.
