Sounds like they were cooking the books when they said they met recruiting goals. They don't do things like this when they're not having trouble recruiting. It's also not the kind of behavior you would see from an administration with no plans for boots on the ground in Iran. The title doesn't say this, but near the end of the article they mention that they're making it bureaucratically easier to obtain moral conduct waivers. This is Iraq surge level shit.

They probably were hitting goals, they were just goals set assuming no wars against capable opponents. Then Bibi gave Truml no-notice marching orders and they need to stock up on

They already lowered the physical test requirements. The average level of schooling and ASVAB score has fallen about 10 points in the last 4 years.
