He absolutely was -- lived up to the hype and was one legitimate badarse.
Also, out of everyone in Hollywood, he was the ONLY one to publicly call out Steven Seagal during the height of Seagal's popularity; not after Seagal fled to Russia, not after Seagal got fat, not after Seagal stopped being dangerous. Nope, he called out Seagal for his bad habits and personality during the Dick Cavette interview, and Seagal never uttered a peep about it:

Even though I liked Seagal's earlier films I didn't care for the way he treated some stuntmen and other actors. He could be a real bully. So it was real bold of Norris to openly call out Seagal like that and not flinch an inch. Because that was back during the time when Seagal was actually legitimately good.
Speaking of Seagal mistreating stuntmen, ever hear about the time Gene Lebell had enough of Seagals attitude and choked him out on set?

But it turns out that that didn't actually happen. Viking Samurai did an interview with a couple of the stunt coordinators who were working on set of Marked for Death when Lebell and Seagal had the encounter:
So while they did have an encounter, Lebell didn't actually choke out Steven or make him poop his pants, as it was alleged on the Joe Rogan show.
If a man is both good and notable reddit will celebrate his death. The more posts/comments and the more vile they are, the better the man.
