How the USA manages its territories is up to the USA. They don't have to become citizens of the USA.
That’s what a territory is under US law. Hypothetically you’re correct, it has never once happened in practice however.
Sounds like the USA needs to recreate it's territories by law.
A state is going to see those Mexican and Cuban subjects as a resource and put them where they are most efficient, including within the US proper. Empire always backfires.
