I believe North Carolina has the most relaxed system related to marriage licenses nobody really checks quite a bit of 14 year olds being married down there in fact that's why the state normaly has a noticeable amount more marriage license issued per year.
There is no federal law on marriage age. I think those states should change their laws to prevent child marriage, and if the US decided to bomb California I would understand
