In the book the he was directly referencing what the locals on Kentucky called a “hillbilly tax” from what I remember. It was more so drawing a parallel between high crime urban areas and high crime rural areas. It was part of a section that also showed that black people didn’t own businesses in black neighborhoods because black people kept stealing from the black businesses until they went bankrupt and then only heavily racist immigrants started businesses and charged a surplus.
I thought Sowell liked "hillbillies" for their independence & self sufficiency? He does despise liberals of all colours, of course!
