Both articles are flagrantly retarded. Advisors draw up hypothetical war scenarios to include optics all the time. The initial advisor for invasion of Iraq calling it a unwinnable quagmire was back in the Reagan/Bush Sr era.
The only actual relevant part of both articles:
They’re gearing for at minimum putting pressure on the strait of Hormuz to goad Iran into attacking and likely a first strike followed by a bombing campaign.
This is just a report on one possible way that they will start the war with Iran.

As long as the carrier groups are outside the Persian Gulf? Stay in the Gulf of Oman? They can still strike 90% of the country and Iran's navy would have to make a suicide charge to attack them.
Iran's navy is entirely dedicated to fighting inside the Persian Gulf. It has no ability to carry out large operations outside of it. That's smart, actually, but limited.
