Yes, it's usually a form of socially sanctioned self harm. They want to rebel against what is expected of them, to prove to themselves they still matter regardless of how ugly they make themselves. It comes from large amounts of insecurity that they're not "good enough" so they want their outer body to look as bad as they feel inside.
Other than the men in gangs getting them as a kind of war bonding ritual, which is just a different kind of trauma.
From my observation, a lot of women struggle with the fact that men like them for their bodies because not all the men who like them for their bodies treat them in the way in which they want to be treated. Yet their attractiveness also is an advantage because they can use this to get things from men. In some ways, their bodies give them control over men but men want to own the woman's bodies and control the women (how the women perceive the situation). Putting tattoos on her body is a form of asserting control and dominance over her body. It's her body not the man's and she can do whatever she wants with it even if men don't like it.
It's basically a form of rebellion against men for a lot of women.
