IME this isn't as clear of a sign in the western states as in the more eastern ones for some reason. I know of Popeyes in some fairly nice areas in the west, but only in seedy neighborhoods in the east.
Not really a fan of their food, though.
Popeye's isn't haute cuisine, but it's one of the better chain fried chicken shops. It's at least edible compared to KFC.
If you want real ghetto hours, find a Church's Chicken.

I had to drag a victim of a mob beating at a popeyes into the restaurant and lock us in a bathroom one night. Someone stole my order. I was high as fuck and it was all that was open near the 18th st city steps in south side, right their in front of the geagle by the wharton building behind carson. The manager wound up giving me double chicken, so I had dinner the next night in my new house on the slopes.
