Pretty sure it was people in the country that were burning witches, getting farm machinery instead of having more children and currently use electricity and the internet just like everyone else. They're slower to adopt but still affected. During COVID people were arrested for walking in the woods and that recently happened again in Nova Scotia because they were allegedly worried about forest fires. Ted K tried to get away from the modern world but still got mad that his favorite view got spoiled by developers.
