As for why Ba'al and not Yahweh was worshiped by the jews/isralites, that appears to be a difficult theological question that is well outside my knowledge.
Obviously, it's the bronze age. That's always going to be part of it when each tribe & city has their own primary god. But the point is that Ba'al and Yahweh were competing over recruits. That's why Ba'al is seen as subversive. It's why Yahweh punishes jews that strayed from Yahweh and worshiped Ba'al or built shrines/temples to him.
